Purchasing Manager

ABOUT THIS POSITION

Provide leadership and strategic direction for the development and delivery of supply chain services of the company, including Production, MRO and Pre-Production materials.  Investigate all new developments relative to material and supplies and makes recommendations designed to reduce costs and improve quality.  Responsible for maintaining and ensuring that Procurement initiatives are in compliance with ISO standards.

 

Preferred Educational Experience:

Bachelor’s Degree preferred with a minimum of five (5) years experience in purchasing management including the global market or an Associate Degree with a minimum of ten (10) years experience in purchasing management including serving the global market.

 

Preferred Work Experience:

Knowledge of Material Requirements Planning.  Competency with personal computer.  Previous management experience required.

ESSENTIAL FUNCTIONS:

 

  • Establish supply chain strategies and plans consistent with overall department and corporate strategic direction.  Support global sites as required or as directed by COO.
  • Contract administration that includes: Claims, Back-Charges, and Dispute Resolution.
  • Lead in the development and qualification of sources to support the ongoing purchase of supplies, tooling, and services at the most cost effective level while monitoring and ensuring that supplier quality, service and performance remain consistent.
  • Develop appropriate metrics that measure performance of the department and report monthly or as required.  Financial performance results must be agreed upon by the Controller.
  • Influence decision making of each buyer with their commodity responsibilities.  Assume the role of an advisor and support to the global operation purchasing personnel as required or as directed by a Director or COO.
  • Provide leadership, direction and guidance to support procurement policies.
  • Use expertise and knowledge of industry standards and best practices to identify supply and quality problems proactively and lead the development of correction actions.
  • Is fiscally responsible for department and preparing annual departmental capital and expense budgets.
  • Supervise Purchasing personnel.
  • Work closely with Engineering & Quality on material issues and supply.
  • Establish and approve sources of raw materials and supplies.  Receive quotations and secures bids.
  • Cooperate with other departments to ensure smooth flow of materials.
  • Support cost reduction goals.
  • Visit suppliers to investigate facilities, capacity and ability to meet quality requirements.
  • Work cooperatively with Supplier Quality with preparation of the Supplier Quality Manual and the Supplier Development Program.
  • Monitor on-time receipts and expedite orders as necessary.
  • Direct staff to maintain desired stock levels of raw materials and components.

 

QUALIFICATIONS AND DESIRED SKILLS:

 

  • Certification or Standing Member of APICS, CPIM, NAPM, or ISM
  • Ability to work with Suppliers on supplier development
  • Excellent negotiation skills so that contracts are achieved as a win/win result
  • Ability to acquire hands-on knowledge of parts produced
  • Knowledge of and how Material Requirements Planning works
  • Ability to understand and work with Engineering and Design functions
  • Strong Communication skills both oral and written
  • Computer skills
  • Time management
  • Ability to manage conflict and encourage collaboration
  • Travel 30% of the time.  US and Global Travel
  • Valid Passport and the ability to obtain foreign Visas.
